女主人公莱斯利·诺普是印第安纳州地区公园与公共娱乐部门的中层官员。为了美化自己的家园，莱斯利选择了一个看似简单的计划：帮助护士将一处废地变为一个社区公园。莱斯利的同事是个为了私利而一心向上爬的家伙，他经常给莱斯利帮倒忙。莱斯利的上司虽然位居高官，却是个顽固的无政府主义者，他的言行观点给莱斯利带来很大阻力。城市规划师则坚定地站在莱斯利这一边，但十五年的公共服务生涯，也搞坏了他的脾气和对未来的看法。她有个一直没有对人提及的终极目标她决心成为美国历史上第一位女总统。
